The Southern District National Taxation Bureau explained that there are approximately 142,000 businesses within its jurisdiction that use uniform invoices and electronic invoices. The probability of being selected as an outstanding business is only 0.057%. According to the Ministry of Finance’s guidelines for recognizing outstanding businesses in the use of uniform and electronic invoices, a business must honestly issue uniform invoices/electronic invoices and must issue a certain number and proportion of cloud invoices to qualify. In addition, within the two years prior to the selection and approval, the business must not have any records of underreporting or failing to issue invoices, overdue sales declarations, major violations, or outstanding tax (including customs duties). The business must also not have had its electronic invoicing privileges suspended, nor violated environmental protection, labor, or food safety and sanitation laws in ways that are socially concerning or indicative of broader issues. Therefore, being recognized by the Ministry of Finance as an outstanding business is truly a rare and honorable achievement.
